On the afternoon of September 12, 2024, Dr. Nguyen Duc Tiep (Rector of Ha Long University) together with representatives of the Office of International Cooperation and Science Management, representatives of the Department of Japanese Language - Faculty of Foreign Languages, Ha Long University had an online working program with TOA Research Institute – Japanese Public Fund on the development of the Japanese Language and Culture Center.
Participating in the online meeting, the TOA Institution included Mr. WATANUKI Yoshinori, VJU Chief Representative of the TOA Institution, Japan Directors Committee Assistant of Vietnam – Japan University; Mr. HONDA Hirotaka, General Director of With US Vietnam; Mr. Egi Shigeichiro, Senior Consultant of IC Net Company Limited and consulting representative of JICA.

At the working session, the leaders of Ha Long University and TOA Soken (Japan) exchanged, discussed, and developed a plan to develop the Japanese Language and Culture Center at Ha Long University in the coming time. TOA Soken (Japan) presented the draft operating method of the Japanese Language and Culture Center, potential student sources and output for students of the Center, and planned the curriculum. The two sides also discussed the cost estimate and expected sources of grant drafted by TOA to come up with the optimal plan to operate the Center.

During the discussion with the President of Ha Long University, the representative of TOA Organization also asked about the situation after Typhoon Yagi and expressed deep sympathy for Quang Ninh province in general and Ha Long University in particular, and expressed confidence that the University will quickly overcome the consequences after the storm so that students can stabilize their studies and look forward to the 65th Anniversary of Tradition and 10th Anniversary of Ha Long University.
