Ha Long University celebrates the 10th Anniversary (October 13, 2014 – October 13, 2024) and receives the First-Class Labor Medal

On the morning of October 13, 2024, Ha Long University solemnly held the Ceremony to celebrate its 10th Anniversary (October 13, 2014 - October 13, 2024) and receive the First-Class Labor Medal.

The Anniversary had the honorable presence of Mr. Takebe Tsutomu, Special Advisor to the Japan -Vietnam Parliamentary Friendship Alliance, Special Advisor to Ha Long University; Assoc. Prof., Dr. Hoang Minh Son, Deputy Minister of Education and Training (MOET). On the side of Quang Ninh province were the presence of Mr. Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mrs. Nguyen Thi Hanh, Vice Chairman of the Provincial People’s Committee.

10 years ago, on October 13, 2014, the Prime Minister signed Decision No. 1869/QD-TTg to establish Ha Long University on the basis of Quang Ninh Pedagogical College and Ha Long College of Culture, Arts and Tourism. The event had critical meanings associated with the socio-economic development of the province in creating breakthroughs, innovating growth models, developing the economy and the society, in which human resource development is the core. Ha Long University was established with the goal of becoming a center for high-quality human resources training, scientific research, and to be leading in technology transfer in Quang Ninh province; aiming to become a prestigious training institution of the nation.

Through the implementation of the resolutions of the congresses, Quang Ninh province has prioritized the resources of over 1,000 billion VND to invest in facilities for Ha Long University to aim for a multi-level, multi-disciplinary, modern, and synchronous university. At the same time, the province has issued several incentive policies to attract high-quality human resources for teaching and training, as well as attracting, supporting, and encouraging students to study hard and achieve higher results.

From the starting point of having no undergraduate and postgraduate majors, 10 years after its establishment, up to now, Ha Long University has 3 master’s majors, 22 undergraduate majors. The University has trained nearly 12,000 graduates, 5,000 college students, more than 1,400 intermediate arts students; 700 international students and tens of thousands of students in regular training, fostering, and joint training classes; providing the labor market with nearly 10,000 graduates. In 2024, the University have reached the total enrollment of 2,600 students/year (9 times the number in 2015), increasing the scale of the University’s regular training systems to over 8,000 students.

The University has also implemented 635 science and technology tasks at all levels and more than 1,000 scientific publications at home and abroad. The number of Doctors compared to the first year of the University’s establishment has increased more than 15 times. The number of Associate Professors of the University accounts for 15% of lecturers with PhD degrees. Ha Long University has completed the quality assessment of educational institutions and 10 university-level training programs. 100% of the training programs met the time requirements according to the assessment regulations.

Regarding international cooperation activities, the University has signed more than 30 agreements and memorandums of understanding with international organizations, educational institutions and companies with foreign elements in Australia, the Netherlands, China, Korea, Japan, the Philippines, New Zealand; received 4 international projects and 110 experts/volunteers working at the University; sent students to study and intern abroad under student exchange programs in Japan, Korea, China; received more than 700 international students under agreements and self-funded international students…

In particular, with the consultancies of Mr. Takebe Tsutomu, Ha Long University has established the Japanese Language and Culture Center; successfully coordinated the organization of the Hokkaido Festival in Ha Long; signed cooperation agreements with universities in Hokkaido province, Japan.

Recognizing and praising the achievements of Ha Long University over the past 10-year journey development, the Chairman of the Provincial People’s Committee stated: Ha Long University has affirmed its role and position as a training ground for high-quality human resources, providing the province with a high-quality labor force.

Mr. Cao Tuong Huy requested Ha Long University to identify 7 key tasks and strategies to be implemented. In particular, it is necessary to strengthen the leadership and direction of the Party Committee, the University Council, the Board of Directors and managing staff in all activities of the University; promote the tradition of solidarity and the sense of responsibility of the collective and individuals; build a truly democratic working environment, implementing the motto “Taking students as the center, teachers as the driving force, the school as the pedestal, the family as the fulcrum, and society as the foundation” in all activities.

The University needs to continue to build and develop the teaching staff, striving to have the proportion of lecturers with doctoral degrees equal to the average proportion in universities nationwide by 2030. At the same time, the University has to increase the scale of training and enrollment, associated with identifying key and priority training fields. The University needs to promote its strengths in training in the fields of Tourism, Language, Information Technology, and Pedagogy associated with building international training programs; research new training majors, in line with development trends and social needs, serving the socio-economic development of Quang Ninh province.

Ha Long University must strive to become a leading university in digital transformation of the education sector; improve the quality of university governance, strengthen international cooperation, especially with Japan, Korea, China and partners in the European Union. In addition, the University needs to promote scientific research activities, technology transfer and business connections associated with training activities; focus resources on scientific research, especially applications associated with the actual needs of the province.

In addition, the University needs to gradually increase the rate of autonomy in regular expenditures, striving for 60% autonomy in regular expenditures by 2025; diversify career revenue sources towards 100% autonomy in regular expenditures before 2030; improve the life quality and increase income for the staff, civil servants and employees of the whole University on the principle: High productivity – High wage.

Build a healthy, friendly and sustainable educational environment on the basis of promoting democracy, self-awareness of each lecturer, staff and student. Along with that, the University must focus on communications, moral education, disciplines, raising awareness in law compliance, and social responsibility among students.

Associate Professor, Dr. Hoang Minh Son, Deputy Minister of Education and Training, in his speech at the ceremony, emphasized: In the current context, when international integration is increasingly deep, the role of universities is becoming more important than ever before. International integration requires highly qualified human resources, capable of competing not only domestically but also internationally. The fourth industrial revolution is also opening up great opportunities and challenges with the remarkable development of information technology, artificial intelligence and data science. This poses urgent requirements for universities as the ground to train highly qualified, high-quality human resources, the home to nourish generations of students with comprehensive knowledge and skills, creative thinking, as well as the ability to adapt to the continuous changes of the labor market. At the same time, universities are also home to knowledge, playing an important role in developing science and technology, conducting research, transferring technology into practice, promoting innovation, helping to solve practical problems, improving the quality of life; contributing to socio-economic development, building and defending the country.

After a decade of construction and development, Ha Long University has grown steadily, initially affirming its position in the Vietnamese higher education system. The school has constantly innovated, promoted digital transformation, international cooperation and improved teaching quality. This not only enhances the reputation of the University but also opens up many development opportunities for students.

The proud results of Ha Long University not only reflect the persistent efforts of the faculty, staff and students, but also clearly demonstrate the strong support of Quang Ninh province. The establishment of Ha Long University was a strategic decision, contributing significantly to the cause of training high-quality human resources for Quang Ninh province, the Northeast region and the whole country.

The Deputy Minister of Education and Training requested Ha Long University to continue to promote its good traditions, while focusing on developing strategic training majors, especially those that meet the human resource needs for the development of Quang Ninh province in the present and future. In addition, the University needs to continue to innovate teaching methods, promote scientific research and international cooperation. Building a creative learning environment, encouraging students to participate in scientific research activities, developing soft skills and entrepreneurial spirit will help students not only gain knowledge but also be ready to face the challenges of the international labor market.

The Deputy Minister of Education and Training believes that Ha Long University, with its educational philosophy of “Learning goes hand in hand with practice, learning to be a moral person, learning to succeed”, will continue to create core values: “Quality, Creativity, Humanity”.

At the ceremony, authorized by the President, Mr. Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, awarded the First Class Labor Medal to Ha Long University.
