On the afternoon of November 24, 2025, at the FLC Ha Long International Convention Center, Ha Long University attended a working session with Mr. Takebe Tsutomu – Special Advisor to the Japan–Vietnam Parliamentary Friendship Alliance and Special Advisor to Ha Long University – within the framework of the Vietnam–Japan Local Cooperation Forum. The meeting was attended by representatives of Ha Long University, Mr. Takebe, and his senior associates.
At the meeting, Dr. Nguyễn Đức Tiệp, President of Ha Long University, expressed his profound appreciation and emphasized the significant role of Mr. Takebe during his tenure as Special Advisor to Ha Long University. Through his outstanding contributions in advising, fostering educational cooperation, and supporting student exchange and internship programs, Mr. Takebe has played an important role in enhancing training quality, as well as strengthening the international reputation and standing of Ha Long University. The Center aims to improve students’ foreign language proficiency, cultural understanding, and access to global career opportunities.

Within the framework of the working session, the University expressed its desire for Mr. Takebe to continue introducing reputable Japanese partners, including universities, educational institutions, and enterprises, to implement training programs, scientific research collaboration, and student exchange activities. Ha Long University is particularly interested in cooperation opportunities in science and technology—fields currently prioritized by Quang Ninh Province—aiming to acquire advanced technologies and jointly conduct research on practical issues such as environmental protection, biodiversity, aquaculture, and industrial processing.
