On the afternoon of March 27, 2025, Ha Long University hosted a working session with the Vietnam-Russia Baikal Friendship Association to discuss potential cooperation in education and training. This meeting marked a significant step in the university’s strategy to enhance education quality and international integration.

Representing Ha Long University at the meeting were Dr. Nguyen Duc Tiep, Rector; Dr. Phan Thi Hue, Vice Rector; along with leaders from the Faculty of Tourism, Faculty of Culture, and the Office International Cooperation and Science Management. On behalf of the Vietnam-Russia Baikal Friendship Association, attendees included Mr. Akhmadulin Andrei, Chairman of the Vietnam-Russia Baikal Friendship Association in the Irkutsk region, and Mr. Lysenko Nikita, member of the association.

In 2018, the People’s Committee of Quang Ninh Province (Vietnam) and the Government of Irkutsk Province (Russia) signed a Memorandum of Understanding (MoU) to establish a friendship and cooperation relationship. As a key bridge between the two sides, the Vietnam-Russia Baikal Friendship Association has actively worked to implement the MoU’s objectives. The association has proactively built relationships with leading universities in Irkutsk and took an important step by working with Ha Long University. During this meeting, the association expressed a strong willingness to collaborate in education and to create opportunities for Ha Long University to expand partnerships with universities in Irkutsk, thereby contributing to strengthening and broadening bilateral relations between the two countries.
During the meeting, both sides discussed potential areas of collaboration in depth. Ha Long University expressed its desire to establish a faculty exchange program with universities in Irkutsk, specifically with the Polytechnic University and National University. This program aims to create opportunities for lecturers to learn and share expertise in fields such as Artificial Intelligence (AI), tourism, environment, and marketing.
Beyond academic exchange, the two parties also discussed building a sustainable long-term partnership. Representatives of the Vietnam-Russia Baikal Friendship Association showed particular interest in expanding cooperation in cultural exchange and tourism development to enhance mutual understanding and interactions between the two nations.
At the conclusion of the meeting, both sides agreed to continue discussions to implement effective cooperative activities in the near future. With the support of the Vietnam-Russia Baikal Friendship Association, Ha Long University hopes to gradually improve its teaching quality, meet international integration demands, and achieve sustainable development.
