Domestic Collaboration: Ha Long University is committed to promoting collaboration with educational institutions, research institutes, government agencies, businesses, and local communities. These strategic partnerships aim to foster long-term, sustainable cooperation that supports mutual benefits, with the goal of producing high-quality educational outcomes that provide tangible benefits to all stakeholders and the broader community. The university has established relationships and collaborations with over 200 educational institutions, research institutes, and businesses nationwide. 

1. Some notable educational institutions and research institutes that have signed collaboration agreements with Ha Long University include: Vietnam National University, Hanoi; Thai Nguyen University; Foreign Trade University; Van Lang University; the Institute of Environment and Sustainable Development; the Institute of Marine Resources and Environment; and the Institute of Information Technology, among others

* Joint training programs, enrollment, and professional development;

* Collaboration on scientific projects, organizing conferences and workshops, and technology transfer;

* Sharing processes and methods for ensuring the quality of education, examinations, assessments, and educational accreditation;

The collaborative activities currently being implemented with these businesses include:

International Cooperation: Ha Long University places great emphasis on comprehensive and extensive international cooperation activities, recognizing this as a strategic development mission of the institution. To date, the university has established relationships and collaborations with over 30 educational institutions, research institutes, and international organizations from the Americas, Europe, and the Asia-Pacific region, while also maintaining close ties with several embassies present in Vietnam. The principle of cooperation is based on "equality, mutual benefit, and compliance with the laws of Vietnam and international regulations".

1. Some strategic partner institutions of Ha Long University include: Auckland University of Technology (New Zealand), Royal Melbourne Institute of Technology (RMIT, Australia), Hanze University of Applied Sciences (Netherlands), University of Messina (Italy), University of Normandy (France), Daejin University (South Korea), Guangxi Normal University (China), Osaka University (Japan), Enverga University – MSEUF (Philippines), among others. The areas of cooperation that have been, are, and will be implemented with partner universities include:

* Collaboration and linkage in undergraduate and postgraduate education;

* Student and faculty exchanges;

* Organization of training programs and internships in fields such as language, tourism, culture, arts, information technology, aquaculture, and the environment;

* Joint implementation of scientific programs, educational projects, environmental initiatives, arts projects, and coordination of international conferences and seminars;

* Organization and participation in cultural exchange programs and student summer camps;

* Academic exchanges, sharing of materials, scientific publications, and information; as well as other scientific and educational programs as needed by both parties.

Some notable international organizations that have established relationships with Ha Long University include: the U.S. Embassy in Vietnam, the English Language Institute of the United States (ELIC); TOA Soken (Japan), Japan International Cooperation Agency (JICA), the Japan Foundation Cultural Exchange Center in Vietnam, the Japan Chamber of Commerce and Industry in Vietnam (JCCI); the Embassy of South Korea, the Korean Cultural Innovation Fund; the Taipei Economic and Cultural Office in Vietnam; the International Volunteer Organization SJ Vietnam; and PUM (Netherlands), among others. Some areas in which international organizations have supported Ha Long University include:

* Sending lecturers, experts, and volunteers to assist in teaching and research at Ha Long University;

* Introducing and prioritizing scholarship opportunities and participation in international summer camps for students;

International Responsibilities: Ha Long University has been assigned by Quang Ninh Province to train Lao students in basic Vietnamese language and various specialized programs at the college and university levels. This initiative is part of the cooperation agreement between Quang Ninh Province and three provinces in Northern Laos: Huaphan, Xayaburi, and Luang Prabang.
