On the afternoon of August 27, 2026, Ha Long University solemnly welcomed and held a working session with the delegation from Xayaboury Province, Lao PDR, on the occasion of the delegation’s visit to Quang Ninh to attend the Ceremony Announcing the Establishment of Quang Ninh City.

Attending the program, on the side of Ha Long University were Dr. Nguyen Duc Tiep, Secretary of the Party Committee and Rector of Ha Long University; the Vice Rectors; representatives of the University’s departments and units; lecturers; and Lao students currently studying at the University.

Representing the departments and agencies of Quang Ninh Province were Ms. Dang Thuy Doan, Deputy Director of the Department of Foreign Affairs, and Ms. Chau Hoai Thu, Deputy Director of the Department of Education and Training.

The delegation from Xayaboury Province was led by Mr. Duong Ta Xay Vut, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Administration Committee, together with representatives of provincial departments, agencies, and the Association of Vietnamese People in the province.

At the program, Ha Long University screened a video introducing its cooperation process with the three northern Lao provinces, highlighting achievements in the education and management of Lao students, as well as key cooperation activities between the two sides in recent years.

Representing the delegation from Xayaboury Province, Mr. Duong Ta Xay Vut delivered remarks, acknowledging and highly appreciating Ha Long University’s attention to and support for Lao students from the province currently studying at the University. He also expressed his hope that the two sides would continue to strengthen cooperation in education and training in the coming period.

In an open and cordial atmosphere, representatives of Ha Long University, the delegation from Xayaboury Province, and relevant departments and agencies of Quang Ninh Province exchanged views on the management and education of Lao students, as well as areas for cooperation in the coming period. On this occasion, the two sides exchanged commemorative gifts and took a group photo.

Following the working session, the delegation visited the Lao Cultural Space, the dormitory for Lao students, and the University’s canteen, gaining further insight into the learning environment, daily life, and living conditions of Lao students at Ha Long University.

The visit and working session contributed to strengthening the close ties and promoting cooperation between Ha Long University and Xayaboury ​​​​​Province, while opening up new opportunities for cooperation in education and training in the coming period.
