On May 22, 2026, Ha Long University participated in and signed cooperation agreements with universities from the Russian Federation within the framework of the 3rd Vietnam–Russian Rectors’ Forum and the Russian Higher Education Fair held in Hanoi.

The delegation from Ha Long University included Dr. Nguyen Duc Tiep – Rector of the University, and Assoc. Prof. Dr. Pham Quy Giang – Head of the Office of International Cooperation and Research Management.

The event was one of the key activities of the Vietnam–Russia Year of Science and Education Cooperation 2026, bringing together approximately 70 Vietnamese higher education institutions and 62 Russian universities to exchange ideas, strengthen connections, and promote cooperation in education, science and technology, innovation, and high-quality human resource development.

Within the framework of the forum, Ha Long University signed Memoranda of Understanding (MOUs) with two leading universities of the Russian Federation, both renowned for their long-standing history, academic prestige, and outstanding strengths in research, engineering, and technology: Irkutsk National Research Technical University and Baikal State University.

The cooperation agreements open up promising opportunities in:

• Exchange programs for lecturers, students, and scholars
• Scientific research collaboration and technology transfer
• Development of international training programs
• Enhancement of academic and cultural exchanges between Vietnam and the Russian Federation

Participation in the forum and the signing of international cooperation agreements continue to affirm Ha Long University’s proactive approach toward global integration and expanding its international partnership network. At the same time, these activities create more opportunities for the University’s lecturers and students in study, research, and career development in the coming years.
